According to the Panama City Police Department (PCPD), the incident began around 4:17 p.m. when two vehicles—a gray Dodge Ram pickup truck and a red GMC Terrain SUV—stopped at a red light. A heated argument erupted between the occupants of the two vehicles, escalating into a physical altercation.
After the brief confrontation, both parties returned to their respective vehicles. As the traffic light turned green, the Dodge Ram, driven by Ivybella Encino, 21, pulled alongside the GMC Terrain. In a terrifying turn of events, 23-year-old Jubal Simmons, who was in the passenger seat of the Dodge Ram, opened fire on the SUV.
Eyewitnesses captured the shocking moment on video, which has since gone viral online. The footage shows Simmons discharging 11 gunshots into the red SUV before the pickup truck sped away from the scene.
