Russia Urges Caution Amid Speculation

"It is not appropriate to speculate before conclusions are made," Kremlin spokesperson Dmitry Peskov stated Thursday, referring to the ongoing investigation into the Azerbaijan Airlines plane crash.
"It is wrong to speculate before the investigation is complete," Peskov said in response to these theories.
