A late-night shooting in the Midtown Phillips neighborhood has left the city of Minneapolis reeling, as four people were killed and two others critically injured in one of the city's most violent incidents in recent years.
The prime suspect, 34-year-old James Duane Ortley, is now in custody and facing multiple charges, including second-degree murder and federal firearms violations.
As the investigation unfolds, the city and its residents demand answers and accountability.
Ortley was wanted out of Hennepin County on a warrant for multiple counts of second-degree murder. He was also wanted on a federal warrant for being a felon in possession of a firearm.
What Happened: Timeline of the Midtown Mass Shooting
The mass shooting occurred around 11:55 p.m. on April 29, 2025, near East 25th Street and Bloomington Avenue South. Police responded to a flurry of emergency calls reporting multiple gunshots and found five victims at the scene. Three were pronounced dead: Joseph Goodwin (17), Merelle White (27), and an unnamed 20-year-old woman. A 28-year-old man and another 20-year-old woman were rushed to the hospital in critical condition. The male victim succumbed to his injuries on May 1, bringing the death toll to four.
Initial reports indicate that the shooter opened fire during what appeared to be a targeted attack, suggesting potential ties to gang retaliation or internal disputes. Surveillance footage and witness testimony helped authorities quickly identify a suspect vehicle, leading to Ortley’s arrest just two days later.

James Duane Ortley is no stranger to law enforcement. With a criminal history stretching back more than a decade, Ortley has previously been convicted of first-degree robbery, second-degree assault, illegal possession of firearms, and fleeing law enforcement. His most recent release from prison came in late 2024, and he had reportedly relocated to Minneapolis only months before the shooting.
Ortley was apprehended without incident on May 1 at an apartment on South 4th Street by a joint task force including the U.S. Marshals and an FBI SWAT team. At the time of his arrest, multiple firearms and ammunition were recovered, some of which authorities believe were used in the shooting.
Motive and Investigation: Was This Gang-Related?
Minneapolis Police Chief Brian O’Hara confirmed that investigators are exploring gang-related motives, as some of the victims may have been affiliated with rival groups. “This wasn’t random. The shooter knew who he was after,” O’Hara told reporters. However, no official motive has been confirmed, and police say the investigation remains active and ongoing.
Federal agencies are now assisting with forensic ballistics, gang intelligence, and digital evidence analysis. Police believe Ortley may not have acted alone, and additional arrests are possible.
Victims: A Community in Mourning
Three of the deceased victims—Joseph Goodwin and twins Merelle and Maleice White—were members of the Minneapolis Native American community. Maleice, who survived despite serious injuries, remains hospitalized. The tragedy has deeply shaken Native organizations and tribal leaders across the state.
In response, a vigil and traditional drum circle were held at Cedar Field Park on May 2. Hundreds gathered to mourn, offer prayers, and demand justice. Mike Forcia, Chairman of the American Indian Movement (AIM), called on local and state officials to do more to protect Native youth from cycles of violence.
Political and Community Reactions
City leaders, including Mayor Jacob Frey and several city council members, have pledged increased funding for violence prevention and mental health services. “This level of carnage is unacceptable. We’re using every available resource to ensure this never happens again,” Frey said during a press conference.
Minnesota’s 11 tribal nations also released a joint statement condemning the violence and urging unity across communities: “We will not allow this to be normalized. Our children deserve safety, dignity, and peace.”
What’s Next?
James Ortley is being held without bail and is expected to appear in court later this week. Prosecutors may seek to upgrade the charges depending on the outcome of forensic analysis and witness cooperation. If convicted on all counts, Ortley faces life imprisonment.
Authorities are still seeking information from the public regarding the fatal shooting and two other homicides that happened in the city on Wednesday.
